What is Anti-Social Behaviour?

Under the Anti-Social Behaviour, Crime and Policing Act 2014, ASB is conduct that has caused, or is likely to cause, harassment, alarm or distress โ€” or is capable of causing housing-related nuisance.

Manipulation & Control Tactics

Residential care, sheltered housing, and retirement flats create environments where toxic behaviour can thrive โ€” especially in shared lounges, dining rooms, and gardens.

GaslightingMaking you doubt your own memory or reality. Flatly denying incidents occurred.
Flying MonkeysRecruiting other residents to bully, spread gossip, or socially exclude you.
Territorial BehaviourClaiming communal chairs, TVs, or areas as "theirs" and making others unwelcome.
Isolation & ExclusionDeliberately leaving people out, or going silent when they enter a room.
Smear CampaignsSpreading rumours among staff and residents to destroy your reputation.
Playing VictimActing wronged to gain staff sympathy while actually being the aggressor.

โš ๏ธ Are You a "Flying Monkey"?

Sometimes good people are unknowingly recruited by a toxic person. Ask yourself:

  • Am I repeating someone else's complaints about another resident (gossiping)?
  • Have I started avoiding someone because a different resident dislikes them?
  • Do I report information about a "target" back to the person who briefed me?

How to stop: Refuse to spread gossip. Hear both sides. A simple "hello" to an excluded person costs nothing and means everything.

The more thorough your documentation, the stronger your case. Record incidents as soon as they happen while details are still fresh.

Taking Action: Step by Step

Your landlord has a legal duty to investigate ASB reports, take reasonable action, and keep you informed. If they fail, escalate:

  1. Formal Written Complaint โ€” Submit a written complaint to your landlord or scheme manager, referencing your incident log dates and reference numbers.
  2. Adult Safeguarding โ€” If abuse is in a care setting or involves a vulnerable adult, contact your local authority Adult Social Services. They are legally obligated to investigate.
  3. Police & Council โ€” Report criminal ASB (harassment, stalking, threats) to police on 101 or 999. Councils can independently issue Community Protection Notices.
  4. The Community Trigger โ€” Reported ASB 3+ times in 6 months without action? Activate the ASB Case Review through your local council to force a formal multi-agency review.
  5. Housing Ombudsman โ€” If your landlord's complaint process fails you, the Ombudsman can investigate and order compensation.

When Your Landlord Fails to Act

Watch for warning signs: dismissing reports as "lifestyle clashes," excusing behaviour due to the perpetrator's mental health, or failing to formally log your reports.

"I understand you may have sympathy for [name]'s circumstances, but their mental health diagnosis does not override my legal right to quiet enjoyment of my home. ASB is defined by its impact, not intent. What specific enforcement action will you be taking and by when?"
